Julia's history in comics is odd, she gets a big debut in Secret Wars, but then instead of testing the waters with a mini, or even guest appearances in other books, she doesn't appear at all for a year or two, eventually showing up on Freedom Force in the X-books, as the one actual good person on team full of villains. In an Avengers story she finally betrays Freedom Force and goes rogue, and shows up in a few different books as a fugitive with a bounty on her head, then she just disappeared for years again until West Coast Avengers and Force Works, where she became one of the most popular members of both teams. Then as soon as FW was cancelled she disappeared again, and got replaced as Spider-Woman.

It feels like hardly anyone within Marvel was interested in her, even when she became a popular Avengers character. Maybe they were all just NOT MUH SPIDER-WOMAN, even the ones who didn't care about Jessica much either.

Considering the writers wanted to bring back Harry as a villain again, the editor's idea of Norman coming back wasn't anywhere near as egregious. He's been back for longer than he was ever dead, it's hard to imagine Marvel without him anymore. That death wasn't a sacred moment, it was one of the last moments of Silver Age CCA mentality that if a villain killed someone, they'd have to die themselves soon afterwards, they couldn't be allowed to 'get away with it'.

Weirdly one of the What-If comics I really liked was the one where Punisher killed Spider-Man, and his first sign that he severely fucked up is basically every hero in NYC was immediately out for his blood, including Captain America and the Fantastic Four. Really showed how much that everyone did like him despite finding him annoying at times.
