Julia's history in comics is odd, she gets a big debut in Secret Wars, but then instead of testing the waters with a mini, or even guest appearances in other books, she doesn't appear at all for a year or two, eventually showing up on Freedom Force in the X-books, as the one actual good person on team full of villains. Considering the writers wanted to bring back Harry as a villain again, the editor's idea of Norman coming back wasn't anywhere near as egregious. He's been back for longer than he was ever dead, it's hard to imagine Marvel without him anymore. Weirdly one of the What-If comics I really liked was the one where Punisher killed Spider-Man, and his first sign that he severely fucked up is basically every hero in NYC was immediately out for his blood, including Captain America and the Fantastic Four.
