I remember thinking it was pretty mediocre as a kid. Maybe it's just because I liked the original movie so much. It's not really bad either though, just kind of there. 11/10 theme song though.

Why did it air earlier in the day than Proud Family and Kim Possible back then? It aired at 4PM, while Proud and Kim aired later

Still having most of the voice cast from the movie distracted well from the downgrade in the animation.

I noticed that a lot of, if not most, the experiments inn the show resembled Stitch fairly closely. Is there some baseline template that Jumba used for them?

Ehhh, kinda? Like strictly speaking as a kids show it's serviceable. Can't really say it's aged in either direction when it's never been anything more or less than that.

In isolation, it wasn't a terrible show I guess. But it wasn't very good, and I hated how the series and its pilot flattened every single character into a one-dimensional quirk chungus. Most new characters were annoying.
Lilo was changed from a relatable autist to a typical wisecracking kid protagonist who larps as an outcast weirdo despite being dreamworks face incarnate. At the same time she's now in a disney channel sitcom so she has to learn all those mind-numbing kid show lessons like "eat your broccoli" or w/e. Also they gave her a shitty love interest who wanted to fuck Pleakley? Wtf
Pleakley used to be a funny fruity man, but in the series he's borderline trans, and also Lilo's live-in aunt for some reason even though the original movie's credits imply he and Jumba started living with Cobra Bubbles. I also hate the orange dress he wears in the series, it's ugly and a lame replacement for the uniform he had in the movie. Stitch 2 handled this better by giving him a polo shirt that's blue like the uniform.
Original Nani was an exceptional character, basically a more sympathetic version of a teen mom and well written in general, but in the series she's more of a stereotypical nagging parent. In the pilot she's straight up a raging bitch especially at the beginning.
Stitch was more fun and chaotic in an animalistic kinda way in the movie. Introducing all the other toyetic little freaks cheapened his arc as a reverse Frankenstein's monster and his bond with Jumba and Lilo.
Both Stitch and Jumba had way more charisma in the movie and were more well-rounded. The series went out of its way to ship Jumba with Pleakley and turn him into Lilo's uncle, but Jumba can be a real asshat in some episodes like the one where he created 627. He's arguably more cruel than in the first movie when he was still a villain. He and Pleakley had better chemistry in Stitch 2 that's supposed to take place before the tv series so it feels like he regressed. He generally seems dumber.

I kind of always hated how they tried to pokemon-ify Lilo and Stitch with this. I don't really like the idea of there being 625 other individual creatures Jumba made, before the series I just took '626' as it taking 626 tries to get Stitch right. Like, just 625 failed test tubes filled with cells that didn't develop properly or something.
I just like Lilo and Stitch as it's own self-contained little story, I suppose.

Yes, Jumba lol
It's possible Stitch has Jumba's dna.
The other experiments are probably a retcon, or their appearance is. It's weird for Jumba to go "wtf why is this thing so cute and fluffy?!" when Stitch is just a blue version of Angel and resembles all the other experiments he created.

I remember there being porn (only one sadly) of David getting railed by Lilo's love interest dad. The only good thing to come out of this shit.

I like the episode where Lilo has a time travelling machine but doesn't use it to feed Pudge and save her parents
