It's a weird holdover from the Year One design.Sale decided to use the Balent suit color(well dictated the color, he worked in grayscale) and opera gloves/thigh highs, and put them on the year one suit with the whiskers and tail.
Balent had wisely chosen to ditch the tail and give her back her classic cowl, which surprisingly hadn't been put onto a body-tight suit before.
