2. In its core, Usagi is a cartoon. It's like asking why Donald Duck comics do not become more realistic with time, you do not radically change the style of an established cartoon. When it hits the right point, it stays there.

It's hard to put a finger on it and it may be partly due to coloring (the art in the black and white version of Wherewhen #1 looks better than in the color version, no joke), but comparing Grasscutter or The Mother of Mountains to the current run makes everything modern seem just a bit off. It's not one or two things, that would be easy to point out, it's the general feel and tiny details. The comic also slowed down, there's fewer issues per year than there used to be.
Don't get me wrong, the comic was and is great, but age is not kind to anyone and Stan has been doing Usagi for 41 years now and is getting really old.
