How did Stan Sakai illustrate so many issues of Usagi Yojimbo and manage to not improve his art quality whatsoever during that time? Usually people will become more skilled just from the practice if they're that prolific unless they're just someone like Dobson.

1. The art style did change, the fuck are you talking about. Compare #1 to the Duel at Kitanoji.
2. In its core, Usagi is a cartoon. It's like asking why Donald Duck comics do not become more realistic with time, you do not radically change the style of an established cartoon. When it hits the right point, it stays there.

Sadly, there is some truth in your words. It's hard to put a finger on it and it may be partly due to coloring (the art in the black and white version of Wherewhen #1 looks better than in the color version, no joke), but comparing Grasscutter or The Mother of Mountains to the current run makes everything modern seem just a bit off. It's not one or two things, that would be easy to point out, it's the general feel and tiny details. The comic also slowed down, there's fewer issues per year than there used to be.
Don't get me wrong, the comic was and is great, but age is not kind to anyone and Stan has been doing Usagi for 41 years now and is getting really old.

Stan mentioned having a long term plan that would be gut wrenching. The secret Kirshitin thing would fit that well I think. Especially if stuff gets very Amakusa Shiro very fast.

I will reluctantly admit that the coloring got much better than in the early IDW days.
Interistingly, Yukichi was extra cute in this issue. He is a constant reminder that Usagi is considerably older than I originally imagined him to be.

Please ignore the handsome rabbit man taking a bath and look into his eyes. Yes, a bit more red than usual (seems like the current eye color "meta" is Usagi red, Tomoe green and fuck consistency), but that's not the point. There's light in those eyes. It happens many, many times in this issue and it actually looks good. There's actual effort put into this. No eye color fuck-ups either. Whoever is responsible deserves a medal.
