So is Shan Yu. I'll give you Rourke, but barely. I think you're conflating ruthlessness with evil. You could've listed Ratigan (a proper Sherlock counterpart for a Sherlock clone, in an insanely underrated first use of CG in mainstream animation), Ursula (willing to let a child die for her goals, and is incredibly duplicitous in a Shakespearean kinda way), or Cruella (wanted to skin puppies for a fucking coat, and was willing to murder children outright). Frollo was truly terrifying and probably the best example of a non-cartoony, properly evil badguy Disney has ever produced.
I've seen plenty of movies, kid. I even understand them.
