The original joke is that Pepe Le Pew is the epitome of the romantic French male lead (see Charles Boyer; also see Jean Gabin in Pepe Le Moko), who draws all the women with his continental sophistication, charm, and good looks, but also is clueless as to why all the women run away from him.

Pepe Le Pew was inspired by Charles Boyer as Pepe Le Moko in "Algiers".
Fifi Le Fume was inspired as a inverse younger variation of Pepe Le Pew (lovelorn girl, instead of over-amorous ladies man) for Tiny Toon Adventures.
Eric Schwartz created Sabrina Online drawing inspiration from Tiny Toons, based on his life experiences during college, he turned to comics rather than the animation industry.
I met Schwartz once at a comic-con Artist Alley and eventually became an art friend.
I learned to draw and eventually how to animate.
Everything leads to inspire someone else, further along, no matter how little, it usually leads to something better.
And eventually it all connects somehow.
