Its a pacing issue. But this whole episode is basically an admission that there has to be pacing issues because they can't make a 22 episode season so they're cramming all the fun potential ideas down into one episode before the serious final episodes.

I think it's a byproduct of them trying to pack all the character development of six different characters into so few episodes. There's a good amount of them just sorta telling how they feel rather than showing. I think the last little couple interactions between Pomni Jax and Ragatha were better examples of character drama than most of the rest of the episode. You didnt need some hamfisted soliloquy from Ragatha to understand what just happened and why she's upset.
