Why aren't female characters used in nudity gags?
As a kid, it always bothered me that when when there was a character embarrassed about being in the buff, I was always confused that it only happened to male characters. I'm all for gender equality and things being fair to both genders.

You'll only acquire the skills by actually doing it and you don't have to spend any money if you do it all yourself. You don't need voice actors either, especially if it's a slapstick cartoon, Tom and Jerry is arguably the most iconic slapstick cartoon of all time and it's famous for rarely having dialog, just find some free stock sound effects and music online. Or if you really NEED dialog that bad, you can either do all the voices yourself and since it's a comedy cartoon play up the bad performance as part of the comedy like when George Carlin did all the voices on Thomas the Tank Engine, including the women, it sounded goofy but that was the joke, or find a creative way around it like what a lot of video games do, just give each character a repetitive sound they make that sounds vaguely like human speech (ex. Prof E. Gadd, Sans, literally everyone in Banjo-Kazooie) and have their dialogue appear on the screen in text and trust that your audience can read it, maybe give it an art style where that would seem natural like a newspaper comic look with the dialog in word bubbles. Subbed anime is way too popular to assume nobody will read your cartoon. Yeah it won't be as polished or professional as the stuff you see on TV, indie games are rarely as polished as AAA games but those are also too popular to assume nobody will understand the difference between a team effort with a budget and a one-man crew without one, I've seen people who hate Five Nights at Freddy's give it at least some respect for being made by just one person, so if anything the lack of polish is almost a selling point under that context.

If you just don't actually want to put in the work to make your own cartoon that's fine, it would be a LOT of work for just one person, but a lack of skills, money, and voice talent shouldn't be the reason why. If those are really the ONLY thing stopping you then that's just an excuse holding you back, do not allow that

This is the root of the whole problem. (This also extends beyond nude gags but) I hate the societal expectation that it has to be so black and white, that the depiction of nudity has to be so strictly defined and entirely dependent on the gender of the character. Why shouldn't female nudity be funny? Why shouldn't male nudity be sexy? I don't even think the concepts of "funny" and "sexy" are mutually exclusive in the first place. They go hand-in-hand if anything. It's why so much female fanservice in anime doesn't do it for me. It usually tries way too hard for it to be sexy that it just isn't and ends up coming off as rapey, among other things.

It's also why simultaneous male/female nudity will always be superior because the focus with such scenes is almost always on the humor of the situation, and it stops people arguing "well, they'd never have this happen to the other gender because it'd be wrong!!"

Hit the nail on the head. There's ways of doing it regardless of if the character is sexy or not but there's too many bad actors and busybodies gumming up the works here. It's been done before, and most likely will be done again, but the problem is a wall of executives that try to tone police everything everyone does. What do we have now? A drive towards having more female characters that arn't used. Going from not used at all like DC comics, to not used properly like Marvel comics.
