Vox would still be the worst threat for Earth because the dude is said to be a domineering force when it comes to technology, and pretty much more than half of humanity rely on technology on some way, the only reason why he hasn't been able to dominate Hell is because he's constantly challenged by other Overlords and he's confined to the pride ring, but in the mortal world he'd have no such restrictions and go full technological take-over without any supernatural rival stopping him.

My guess: Heaven is full of a bunch of stuck up NIMBYs who do not actually want to help people, and absolutely don't want too many humans up there. (literal gated community). They are hostile to anything that threatens to ruin their paradise.

This means they want 99.9% of humanity to go to Hell so the angels don't actually have to deal with them. Therefore angels impose a rule that Hellborns can't come to Earth, in order to keep Hell and Heaven (relatively) a secret to humanity. Sure Earthlings kinda know about these places and some believe, but the vast majority of humans either don't believe Hell is real or aren't 100% sure deep down. If humans KNEW with absolute factual certainty that Hell is real way way more of them would take it seriously and be actively trying to get into Heaven. The angels don't want that. They're NIMBYs. So they tell the denizens of Hell to never come to Earth

Like most things in the setting she never really thought about the ramification of things and just went "wouldn't that be cool/funny" or "because x" without any actual justification.
This is the same woman who can't decide weather the denizens of hell are just misunderstood goobers who can be redeemed or if when you walk down the street make sure you don't take the wrong turn and end up in the cannable district.
