When anime steals a western thing, they do it in the form of stealing elements of the setting or story. Psycho Pass is just a philip k dick story in anime form, to the point that they drop a reference to him in dialog as a nod. The majority of anime fantasy tropes started off as western fantasy staples, etc. But, with very rare exceptions, they still do it through their own cultural lens and in their own style.
When cartoons reference anime, its always superficial as fuck. Its always by stealing how it LOOKS, or referencing a specific famous anime (typically DBZ or Sailor Moon, as if those were the only two anime to exist). They never borrow the winning formulas, like an action cartoon that follows the shonen battle playbook, or the writing elements that make these genres work.
Western animation "copying" anime will give you a girl that is dressed in a magical girl cosplay outfit, but *forget to do anything of the things that make magical girl shows succeed* because they are too busy being ironic about it to ever be sincere.
