That's Mickey's grandpa who is a famous 20 actor in the Goofy universe and his grandson is on his way to Cal-ee-for-i-ah to follow in his footsteps and be a famous actor, too. Instead of hitting it big with the movies, he got a successful night club instead.

I think they could've added in a scene where Peg makes Pete take PJ on the camping trip and he initially doesn't want to, but he gets convinced to take the trip as an excuse to use his new RV. It would've created some contrast between Goofy genuinely wanting to take his son on a trip and Pete taking PJ on one out of obligation.
