Nope, that is up to the original intent of the show creators. Example being ReBoot was always a black coded show. The Smurfs were never meant to be of any ethnicity. You can make the argument after the fact like with Marceline the Vampire Queen from Adventure Time being black coded after the fact of her creation being a PR stunt to look more progressive. That is not the case with The Smurfs, and anyone of any ethnicity can voice The Smurfs.

I know this concept is hard to understand to certain low IQs, but you need to try and grasp that. Making butthurt arguments online about voice actors needing to share the same race as the characters being portrayed is a neoliberal pearl clutching tactic that I do not want to take part it.
