Bears are scary but they're hardly "bad guys", nor would they really fit into that role super well outside of extremely niche wildlife or adventure comics.

They're not exactly antagonistic or anything, they're just a random animal. Most aren't particularly aggressive and you basically have to go out of your way to encounter one at all, let alone get attacked by one.

Bears, along with bats, rats, and sharks, have had a PR renaissance in the last few decades. I'm not sure what caused it, but fewer people are terrified of them, and even think that they're cute, while recognizing that they're dangerous. Being endangered also doesn't help them look threatening, either.

Sharks deserve the PR win, no real point in demonizing a creature that you have to actively try to enter a habitat completely inhospitable to humans that humans were never meant to go to in order to run into one.
