Its mostly a joke on a theory that doesnt really track from what we learn but is funny. Basically the family that his family is/was best buds with (they are deer people) had a punk daughter that went "missing" and whatever happened surrounding that incident led to Asgore being removed as head of police and the general breakdown of things which we still dont know the full picture on. The theory/joke is that he ran over their daughter (deer girl) with his truck which is also a prominent thing with him.

He was involved but it doesnt seem to be that he accidentally killed her. That is up the air and could be covering for someone. It seems to be played more that she legitimately went missing likely due to reality / dark world fuckery and he is the one aware of it and some people think he is nuts. Hence why he is still searching for her. Plus the Holidays are still very amicable to him with the resident super ice queen still helping him out financially. They still treat him way better than his (eggs)wife for some reason
