You're supposed to laugh at her failed attempts to be attractive, and then gawk at the hippo guy who does think she's hot.
The hitch is every character designer (allegedly) doesnt know about eyes and beholders, and designs a character that he doesn't like according to his tatses. Then it's not universaly unattractive. Worse off is kids with no developed tastes with welcoming minds waiting for the first things to slide into those empty slots in their mind.

In reality the "gag" is always a scam the animators are playing on the executives to get to draw horny cartoons for themselves and their friends.
