Is James Gunn gonna do the "Spider-verse" Batman Beyond movie?

Right now the only animated film for theaters they are working on is Dynamic Duo (which may be or may not be part of DCU). The Jurassic League is also rumoured as an elseworlds movie project for theaters.

Why is DC afraid of using Batman Beyond?

No. Not after his Superman turned out to be a Superflop.
Besides, we don't need a Batman Beyond animated movie, we already got the whole show. Miles Morales got a movie only because no one has seen him outside of comics, while Terry has been everywhere for the past 25 years.

My conspiracy theory is it was always intended as a sabotage.

Dini and Timm vaguely alluded in an interview how bizarre the instructions from above to make a "Batman in high school" show were with the success of TAS and JL.

Had Dini and Timm put out anything like that I doubt anyone would take them seriously as creators, but see, they found a way to spin the orders just enough that Bruce and his cast appear and retain dignity but there is a Batman in high school technically.
Not just that but it actually manages to utilize Terry's troubled teenage cast well in some respects like with Willie Watts, the Jokerz, Max with Spellbinder and Ten.

They knocked it out of the park, and if someone above was instead trying to knock them off their thrones there would be the trouble with letting audiences remember Beyond. It would only have furthered influence for Dini and Timm in DC and WB.
They were becoming too powerful.

That adds up, from how slightly exasperated they seemed in the interview compared to the then fresh Glen Murakami I assume Dini and Timm are likely more comfortable with the well developed and received DC material over what they have to create and care for, but I still baselessly assume them managing to have done that at all means more recognition in their direction if Beyond was promoted parallel Batman.

The comics have sporadically popped in and out, but their quality is questionable. Meanwhile even though Arkham Knight ended on the perfect cliffhanger, Cyberpunk 2077 setup the perfect atmosphere and Gotham Knights began with the perfect premise for a Beyond game none of it lead to that, which is more a WB Games matter but it's still odd how clear the homerun was only to result in a fumble like Suicide Squad. It's not like Batman Beyond is unknown or has some hint of franchise poison from ratings to dissuade at least an attempt. Yet here we are, no 2nd animated movie or live action, no game.

I like Hereafter and the Doctor Destiny story, but outside of that the entire show feels like incredibly generic capeslop that's not up to standards of BTAS/STAS/Beyond.

Anon that's dumb and yes, baseless.
Beyond the Spiderverse being one of the biggest movies of 2023 with Miguel O'Hara being part of it did nothing to help his co-creator, Peter David, from dying nearly broke. The directors aren't household names or have much more power than they did before. Not even Miller and Lord are well known by normies.
If WB was trying to play keep-away from Dini and Timm, they wouldn't be promoting Harley Quinn as much as they do. They're more likely to get actual money from HQ than they do Batman Beyond(DC doesn't seem to give royalties/credit payments for variations of characters vs original ones)
The lack of a Beyond game speaks more to modern game dev being a completely bloated mess than an intentional fumble. And they were going to use Damian anyway. Not hiring Dini to write Knight was more of a slight than not doing Beyond.

I think what anon means is that Clooney Bruce wasn't meant to lead into a DCEU Terry . The DCEU plans were probably with Keaton and not Clooney, who only got put in after Gunn took over and the universe was DOA.

Batman Beyond isn't the big threat to DC that you think it is. It was a popular cartoon 26 years ago with a bunch of shitty failed comics that followed it. That's not enough to facilitate a movie.
