Actually Iran destroyed the agreement when they did not pass the last UN nuclear inspection. That's when the current problems started happening for it .Because it's been known for years now get what they did have at the last test could be your Rich into a nuclear bomb in a matter of a few months which is why it was being kept quite an eye on. I'm guessing the X-Men were always propaganda. I used to think they were like the mutant Avengers but now, so many of the old X-Men just seem like scumbags or government accepted terrorists. X-Men? The situation was sort of contrived to quickly address and then resolve an offpanel hurdle, but the doc in this was more or less in the ballpark.
The X-Men shortly before this had been swinging their dicks about how much power and resources they had to barter or intimidate anything from anyone.
The doc points out how scarcely a drop from all that went towards charitable endeavors in dire need of support, so he saw no reason in turn to provide good will to a significantly privileged member of a significantly privileged group.

Even if not enemies, I just can't see any reason for anyone to have a glowing opinion of the X-Men. The Wakandans at least try to conceal their prejudice.

They used to. One of them went crazy and became a supervillain specifically targeting mutant villains because they were too dangerous for the law to handle and the X-men wouldn't stop helping them evade justice by protecting them from the authorities.

He's now considered an anti-mutant bigot despite the fact he never had a problem with either the X-men or the mutants who didn't use their powers to harm others, just unreformed villains like Mastermind and barely reformed villains like Emma Frost.

When the X-Men weren't protecting murderous mutant criminals that X-Cutioner wanted to execute, they did find other ways to have him fight various X-team members, like a misunderstanding around Skin being accused of being a murderer (his supposed victim was Skin's own secret identity), or a time when he was working for a guy Gambit was trying to steal from. The team up with Punisher was when they both end up fighting a new version of terrorist group The Mutant Liberation Front, but it turns out to be false flag terror attacks being committed by an anti-mutant group to stoke up hatred of mutants, as if there was any need to do that in the immediate aftermath of the Onslaught event.

The original X-Cutioner accidentally killed one of his own henchmen during a fight with Gambit, had a "what have I become?" moment of clarity and retired. The current guy first appeared in Guggenheim's X-Men Gold, over 15 years later.
