Cause most digital artists take shortcuts. When you can just copy a frame and edit it instead of having to redraw it completely, its easy to start phoning it in and rush through compared to the more traditional methods.

It's "supposed to be", yes. but in actually it's Brutus, a new character made to take his role in the 60's TV series. Basically King Features thought that Bluto was made for the shorts, and didn't realize he'd actually originated in the Thimble Theatre strips.
Bluto and Brutus were later retconned into being twin brothers

Because the people who drew them did so in a time when there was a greater emphasis on classical training and techniques.

It's not an issue of medium, it's an issue of skills and knowledge not being learned or passed on.

because the exec cant make an asset library and force you to use it. in digital you can copy pieces and save them for later, and chop up characters and assemble them like a puzzle. to make those assets as universally iseable as possible they have to fit in a narrow rwnge and have wide applicability.
now you COULD redraw everything every time like on paper with digital. and it will still cost less than digital, but they need to squeeze their animation dollars down to every penny.

Have you ever actually held paper? You can feel the weight from every possible direction, even the lines you make by mistake add live when you draw organic things like plants, animals and people. Digital table never advanced much on that
