It doesn't make sense.
IF Wally was only fast, then sure, I could see Wally falling for it. But Wally's reflexes and perception of time are so fast that he could read literal books with full comprehension in less than a second. So there's no way for Wally to ever be hit by Deathstroke.

You instinctively pull your hand away beccause you're in pain, and, you're probably going to do so before there's any lasting damage. The same concept applies for Wally, except he has a literal infinite amount of time to react to the blade.
Moreover, Deathstroke wouldn't have the reaction time or reflexes to hit Wally. The neurons in his brain wouldn't have even fired off for him to realize Wally had moved.
