It's basically a combination of Justice League movie doing badly + Ray Fisher's accusations + WB deciding to go in a new direction for DC film/TV that doesn't involve Snyder or Johns

Some people might argue other projects were a factor (Green Lantern movie, Flash movie, Wonder Woman 1984) but there was way more blame to go around on those than just Johns

he was essentially kicked out and 'failed upward' the way most white guys are allowed to, and given his deal with WB TV Studios that lead to a bunch of eventually and quickly cancelled shows and nothing else greenlit, and which ended without a new deal, or even other studios being interested (they way they all go after say Ryan Murphy, or Berlanti, or anyone else currently successful), which is why he's been back to comic books since hair plugs don't pay for themselves!

Eventually, just like Waid and Jurgens, he'll be brought back to DC but probably not until Marie Jarvin's retires or with a very tight leash.

Cereal Lord was COO of DC Entertainment and a VP of DC Comics by 2011. The COO (which is Jim Lee's job now and has been for the last few years, and he really does nothing about it or with it) is supposed to be the point person at DC Comics for when producers, writers, networks, cable companies, studios, etc., reach out about adapting things. ALSO, they are supposed to be the point person for pitching and selling DC properties, including arcs, story ideas, concepts, etc., to the same group for live action and for animated (hell, even for a theatrical) adaptation.

Instead of pitching them Ross and Waid Kingdom Come, or Mark Millar's Red Son, or Darwyn's Cook New Frontier, or Morrison's All Star, or anything at all like that, Cereal Lord spent tons of energy getting even a fellow WB entity, the animation people, to adapt his Nu52 Aquaman (Throne of Atlantis), Nu52 JL (War), Flashpoint (Flashpoint Paradox), etc. etc., as animated movies. Got the DCW to adapt these shitty arcs for the Flash (once again Flashpoint), and got them adapted for the DCEU - this was all well before Hamada was a suit. The Flash scripts were ordered before Hamada was even brought onto the Warner Brothers lot, Justice League was set up by BvS. David Goyer was John's butt buddy when they were both coffee gofers starting out in Hollywood, Cereal Lord got Goyer gigs writing for DC, which gave Goyer cred for when producers wanted to adapt Blade, which gave Goyer cred when Nolan agreed to direct Batman so he (Nolan) could get in good with Warner Brothers to do the shit he (Nolan and his brother) wanted to work on, like The Prestige and Inception.
