Sure-Hit Soul Dismantles are a pretty strong hax since it negates durability, can't be regen'd from and is a sure-hit attack. Makes me wonder, how many Jump protagonists have strong hax abilities. For basically the entirety of the 2000s Juggernaut was getting continuously weaker and weaker, and he only reclaims his power during his fight with WWH. After that he still fluctuates heavily. No denying he has anti-feats, his strongest form jobbed to unworthy Thor, but he has a pretty good track record against Hulk specifically and plenty of statements saying they're comparable. During this era of comics Juggernaut had already walked through Thor's strongest attacks like nothing. If you want to cite Hulk as stronger just point to their performances against Onslaught.

There is no reality where Toriyama was actually thinking in these terms, but the orders of magnitude between Saiyan Saga and Frieza are pretty wide.
From Vegeta being max effort planet bust to First Form Frieza is already 1.45 orders of magnitude above if you want to use PL's. This is roughly double the difference between Earth and Neptune's masses.
We know that second form Frieza is ~1M. This makes it 1.75 orders. Third and Final forms are mysteries, but he at least needs to be five to ten times stronger for SSJ to be necessary and for Goku to have actually gotten noticeably stronger from his zenkai trip.
Mecha Frieza (Year of Training) -> Gero (Three Years of Training) -> 17/18/16 (Kamiccolo) -> Imperfect Cell -> Semi Perfect (1 Year Spirit and Time + SSJ G2) -> Perfect (Was injured by a Final Flash and Super Kamehameha) -> Super Perfect (≈Injured SSJ2 Gohan)
This started out as higher effort than it ended, but I am lazy and multitasking. I think that the jumps required for characters to dominate in a fight would have to be at least 2x but probably more.
So with all that said, we can probably make a very loose approximation that makes it reasonable for Cell to declare himself Solar System.
