I know 3D artists have usually a kitbashing library made from 3D files they buy from asset packs.

But do 2D artists have something similar like a 2D library of drawings they can later photobash to save time?

It's called 'using reference material', and they save time by bashing it in their imagination and then drawing the results.

Yes. Many porn artists have a bunch of low detailed drawings on standby so when ever they get commissions or have polls for which character to draw, they just add the finishing details. Like I've seen images of that snake girl from that one anime where her hands go into her tail because it was clearly meant to be a girl with normal legs. 2D animators in general also have heaps and heaps of shortcuts.

sure snd ive done it to try and make references and image planes for 3d modelling. it's time consuming and just drawing is faster. i only did it because i was after accuracy.
