You can tell it's written by guys who didn't fully understand the technology that was so new and changing the world at that time. It's like Frankenstein's monster coming back to life just because you zapped it with enough lightning because electricity was new and scary when it was written.
Although I will accept the possibility they deliberately wrote it that way as an injoke in the writers room that his origin story is ironically tech-phobic.
If you were rebooting Freakzoid and planning to insert stealth lore to the show you could probably keep the original backstory for Dexter and pull off a nice reveal as a season climax when everyone finds out the whole internet thing was just a smoke screen and the powers were delivered from a different source.
Best I can think of though would be cross-dimensional rift to a looney toons world that gave him toon force powers. Maybe if you started it as a Dial H for Hero spin off where Dexter just has a permanent link to all toons in that reality bending dimension.
