It's kind of ambiguous. In some episodes it seems clear he's Dexter, just taking on a different and more confident personality after transforming. In another episode Dexter is shown living in Freakazoid's head, as if he's given up control. It seems he spends most of his time as Freakazoid either way as time goes on.

Freakazoid always seemed like a completely different person from Dexter. I feel like Dexter didn't control him at all, he'd just call on him and hope for the best.

The fact that Freakazoid seemed to have his own life separate from Dexter implies they were different identities.
Freakazoid has his own friends, possessions, daily plans. Dexter is never connected to any of this.

Ehhh Dexter kinda gets written away, I’d say it’s more like Freakazoid is a madness that takes over. Truthfully though it’s a comedy and they never went into that much detail about it. Early on they had Dexter able to freak on and off, than later they make a joke about How Cosgrove gives away Freakazoids secret identity to Betty and Freakazoid gets a little pissy. So yeah I go with the madness theory and Freakazoid taking major control.

Hulk rules, but Dexter can reason with Freakazoid.
Freakazoid isn't unreasonable, just childish. He's not trying to ruin Dexter's life, even if occasionally messing with him is amusing. Like imagine having to share your body with The Tick.

You may say that but consider the Tick still being forced to share your body, and having to see every aspect of your life that puts you in the circumstances of your current situation. This will probably cause The Tick to have some degree of sympathy for you and encourage him to attempt to improve your life. Especially considering how you being happier and leading a better life also improves his conditions when The Tick takes control.
That's what Freakazoid deals with. That's what Freakazoid's daily life is like.

I like this theory, that's basically how I see it too. He still considers Dexter his secret identity, but the Freakazoid persona has basically taken over. The idea of him being a completely separate entity also depresses me a bit.

Plus it's more inline with Gutierrez's transformation. For whatever reason he's just able to maintain his normal personality more.

He's more like Ermac from Mortal combat. Dexter's voice is in there, but it's drowned out in the sea of other voices of every other internet user.
That said, unlike Hulk or the Mask, Freakazoid considered him and Dexter two sides of the same person, and will actively avoid ruining Dexter's life, for the most part.

There's a degree of "Mad with power" that the freakazoid state induces. For a timid nerd like Dexter the change is more obvious, but Gutierrez was already somewhat mad with power before his transformation so it's less of a change.

Yes and no. Memes would definitely be a big part of his personality, but it wouldn't just be modern memes, it would be all of the from throughout the history of the internet, so a lot of his humor would end up being seemingly random gags that are actually just outdated references, so he wouldn't change all that much in the long run.

Yeah but "The internet empowered him" is such a weak origin for his reality warping powers. You can tell it's written by guys who didn't fully understand the technology that was so new and changing the world at that time. It's like Frankenstein's monster coming back to life just because you zapped it with enough lightning because electricity was new and scary when it was written.
Although I will accept the possibility they deliberately wrote it that way as an injoke in the writers room that his origin story is ironically tech-phobic.

If you were rebooting Freakzoid and planning to insert stealth lore to the show you could probably keep the original backstory for Dexter and pull off a nice reveal as a season climax when everyone finds out the whole internet thing was just a smoke screen and the powers were delivered from a different source.
Best I can think of though would be cross-dimensional rift to a looney toons world that gave him toon force powers. Maybe if you started it as a Dial H for Hero spin off where Dexter just has a permanent link to all toons in that reality bending dimension.

Yes and no. Freakazoid's powers come from cyberspace, the virtual reality in which the internet and all video games exist. While the contents of the internet blasting his mind with all the information know to man is what caused his insane personality, it was cyberspace itself that gave him his powers, not the internet. When Dexter first enters the code he enters cyberspace as his normal human self, but becomes transformed by the core, the center of cyberspace from which all virtual reality is generated before it is programmed with properties. This is the source of his reality bending powers, as it turned him into a blank slate which he can alter the properties of on the fly.

Split personality. Dexter is too timid to be so outgoing, so he has another personality doing it for him. They do interact with each other regularly, so there's no question of control, Freakazoid just does with Dexter would do if he weren't so shy.

What incarnation? The movie Mask has nothing to do with Big Head from the comics. Big Head is a demonic supernatural parasite who gives you the illusion of control at first but the more you wear him, the more you just become a vessel and skin puppet. It also functions like Ryuk from Death Note where you have to keep entertaining it and feeding it desire and hatred or else it gets bored of you and goes to someone else.

AIs can only learn information that is on the internet so anything an AI could know he would know. However the only AI he's actually interacted with is Al G Rhythm, who banished Freakazoid from digital media when AI became a prevalent thing.

He's not shown to have a live connection to the internet within his mind, it was just blasted with all the information currently on it when he went to cyberspace. While not entirely out of the realm of possibility for him to do (very little is), it is implied his human mind is not well equipped to handle or catalog all that information, hence his insane personality.
