This was a big issue I had. I grew up on '87, but had obviously outgrown it by 2003, and I liked that the new series was aiming for something more "mature", but it ended up falling on its face—I can suffer incompetence in my heroes when it's something like the 87 show, or even 2012 or Rise where the fact that the turtles are all inexperienced, idiotic, hyperactive teens was played up for laughs as part of the formula, but in '03 all the characters felt like they were obsessed with being cool and appealing while repeatedly doing the dumbest fucking shit imaginable, with nary a joke or gag in sight to let the audience know they're in on the joke. Because there wasn't a joke.
Instead of feeling like it was about actual teenagers, it just felt like it was written by actual teenagers. I've tried to rewatch it multiple times since, but I can never make it more than a few episodes. 87 is garbage, but at least it's unserious garbage that wants you to laugh at it.
