He is fundamentally overhyped. That's the whole point. Stillwell even points it out in the issue where that picture you posted comes from

Yeah? Any fucking moron can get corrupted by power and become hot shit. You give a random junkie a rocket launcher and they'll carry out a rampage no prob, so what? Homelander is just drunk with power, but that's it. Man doesn't even have a brand new madness, or some complicated reason to go mad, or some complex evil scheme. Just "gogo gaga im so crayzee". He's ultimately a pathetic baby man who can only rage and break his toys in an attempt to control a reality that is far too complex for his tiny baby man's brain.

Not even on his own comic. As much as I'm not fan of the Black Noir twist on the comic, I admit it was kind of funny how Homelander himself was horrified by the photos from "his blackouts", and that Black Noir basically gasslight him into becoming a full (rampant) psychopath, instead of just a murderous asshole. Like wise, just like with the show, the people at Vaugh who created him and all the other supes, are still the bigger evil.
