I think the fanservice is the answer that made the most sense in 2007 when he did it, since he was already drawing girls kissing and drawing pinups of all the girls for years before. If you want to really stretch to find a more "palatable" answer for modern audiences, you can say that it's to show how much Kim is a repressed bisexual and that she still has an affinity for Knives despite the way she acts around her. Knives also has a lot of respect and admiration for Kim, and probably sees her as one of the few real friends she has in the group besides Stills. That's why the show still gave them a scene to show they bond well, without having them make out.
