Actually you know that brings me to my next Juggernaut related quandary. Why can't the Juggernaut fly? Since he can't fly, it implies any gravity-based power can in fact stop him at any time.

If Juggernaut can't be stopped could he still be slowed down? You wouldn't be stopping him outright, just making him take more time to get somewhere/do something.
