It's not the same as Respawn, Melinda, or Tenji who were all explicitly stated to be their siblings without a shadow of a doubt.
With Lincoln March, they went out of their way to say "well he's probably lying, my brother actually died as a baby so it doesn't matter", and pic related was confirmed to not be Bruce's brother at the end of his story.
They haven't 100% committed to the idea of Bruce having a brother, they've just teased and implied it, which isn't really the same as introducing a new character and confirming they're siblings right away like they've done with the others.

I still think Tenji isn't really her brother, but rather her cousin.

You're mistaken. Cass came back as Orphan in Batman & Robin: Eternal, which was still part of the New 52. The Nightwing-aged Shivasaurus was still around, featuring in Deathstroke and Secret Six at this time. She was not Cass's mom, and Cassfags were upset.

Traditional Lady Shiva didn't come back till a year or so into Detective Comics Rebirth.

I don't super hate it, but what I hoped a Cass comic would be is less internal monologue that says nothing important and more balls to the wall nonstop bone crunching action. I wanted every issue to have a scene, multiple preferred, that makes me go "holy shit" at something she did. That's kind of the main attraction of her when she's good.

And while updating/expanding the O'Neill kung fu trio storyline isn't a terrible thing to do, it's kind of keeping Cass in the rut she's been stuck to forever. A person who only reads this comic might get the impression that Cass is Shiva's supporting character cause everything she does, says or thinks is Shiva-related. The girl's supposed to have a life if her own, you know?

Have David Cain as main antagonist instead.
He escapes jail, activates his network of agents and conducts mysterious raid on Gotham. Cass goes to investigate and undercovers that there is larger scheme going on.
She meets with Shiva's students and we get the flashbacks (done within one issue). Rest of the comic is chase across america where Cass has to fight Cain's minions - both weirdo martial artists and washed out Z-list superheroes/villains before finally confronting her father. Shiva's students betray her on the way, and complete their own objective (maybe something like resurrecting her).

I don't think it's a retread, I think Brombal's plan is to expand it. He's already introduced a ton of new characters and I don't see any way for this current arc to end without somehow becoming a showdown between Cassandra and the red ninjas (from the Shiva flashback), and there's a whole bunch of directions it could go from there. The idea isn't inherently bad. It's just the execution that's not ideal. Spending the first six issues on a bunch of jobbers who refuse to job was a poor way to make a first impression, and following it up with two issues where the protagonist doesn't even appear in her own book made lots of people impatient.
