But I get where you're coming from. I agree Who Shot Mr. Burns could have been a movie. I think the only thing it was missing was that Homer needed to be more involved. He felt almost tertiary until he got wrongly accused of the shooting. They definitely could have weaved in a B plot involving Sideshow Bob, too.
I feel like the writer's room in the mid-to-late 90s was so ambitious, they could have done a lot of things and made them work for a movie, and it would have felt more organic and authentic. By 2007, the moment had passed, and the whole project felt like they were reaching back to recapture something they'd lost, and not quite succeeding.
