If you think they just need a helping hand, the social programs should show some change.
If you think it's a housing or job crisis, then deportation and H-1B regulation should be one solution.
If you think it's a wage crisis, then raising the minimum wage and removing income tax and having no tax on tips should be one solution.
But this is assuming that even if you did ALL of them, that the homeless would suddenly shape up, move into temporary housing situations, apply for jobs, then save up enough to move out. This is an ideal, but not a reality. Most of these people are on drugs and aren't in the state of mind to get their life together. Even if you open up more rehab programs, how do you GET the drug addicts into them unless by force? One possibly solution is being tougher on drug dealers and really putting a hammer down on Big Pharma to stop people getting addicted to narcotics in the first place. That's something you wouldn't see results for for at least 2+ years.
