And Marvel made a concerted effort to focus on her, give her minis and other team books systematically downsized the Spider-Man family so that they could have more focus on the remaining few (Peter, Jessica, Anya as Spider-Girl and Kaine as Scarlet Spider)

But then Miles was created
And then the Spider-Verse happened and both Spider-Gwen and Silk got introduced
and Gwen quickly eclipsed both of them in popularity

Why was Bendis so obsessed with making up more and more spider people and then sticking them into every Avengers incarnation Marvel had?

Spider-Man never seemed like much of a Superman/Flash family type of hero, but around 2008 there were a shitload of spider powered people fucking around in Marvel.

There's that old saying "Every character is someone's favorite" and I believe it's still a philosophy creators should hold too, but sometimes there's someone who tells you a character is their favorite and you just have to wonder WHY? What moments or issues pushed this character? I'll even accept the pure sex appeal option honestly in the case of a lot of female characters but really? Spider-woman? Is the next break out creator gonna suddenly push Turbo? Is Shadow Woman gonna be a break out star?

It was a big push, too. It was THE thing that made Marvel actually commit to killing off the Mayday Spider-Girl series. The instant it finally ended they relaunched the Spider-Girl title starring Anya. It was then immediately fucking canceled after 8 issues, with her dangling plot threads wrapped up in a 3-issue Spider-Island event tie-in miniseries. What an absolute trainwreck.

Julia Carpenter, the second Spider-Woman, joined Carol's team during Civil War
But she was secretly helping her boyfriend Shroud run an underground railroad and helped superheroes escape federal custody

Carol found out that Julia was a traitor so she brought a team of Cape-Killers to arrest her before Julia could escape and go on the lam with her daughter Rachel
They beat up Julia and physically ripped her away from her daughter and Carol felt bad

Later Julia escaped custody and tried to fight Araña to find out where her daughter was but Araña beat her up easily, off panel

Eventually Carol worked out a deal where Julia and Rachel could leave the US but were forced to work for Department H in Canada as part of the short lived Omega Flight

Longer answer: Bendis wrote out the two heroines who had historically been the main female characters in Avengers, Wasp and Scarlet Witch, and began a concentrated push to replace them with Spider-Woman and Carol as Ms Marvel as the main women of Avengers.

After Bendis left Avengers, the Carol push mutated into her becoming Captain Marvel, while Jessica got taken by the Spider-Man office, who have kept trying to make her happen as a solo character.

To be fair, even to Benis' tastes in favorites, it's not really something you can control, especially if you're at a young enough age when you first see them. Maybe it's a character's costume design just looked really cool to you, maybe the character was in one of the first comics you read or superhero cartoons you saw. Sometimes it can even be just some lower-tier character with a minor role that you just thought was really cool.

It's like asking why a specific character is your waifu, it just happens and you can't really control it.

Why the Shroud of all people? I don't think they'd even met before that story suddenly had them together. And IIRC, Carol recruited Julia and some other former Avengers like Wonderman into a squad to help SHIELD hunt down renegade superheroes resisting the Registration Act, and Julia had just assumed "we're not actually doing this for real, we're just pretending, and 'somehow' everyone we're hunting will escape from us" only to find the others were indeed doing it for real.

To be fair, when they tried a Superhuman Registration story in the 80s, it was pitched as an idea for an event, but got downgraded to a sub-plot within Acts of Vengeance, largely dealt with in tie-in stories that didn't treat it seriously. More than fifteen years of increasing threat escalation, violence and civilian casualties in Marvel stories meant that the idea of the public and the politicians really having had enough by 2006 wasn't that bad an idea.
