Everything can be a fetish, but not everything is made with the specific intention to be a fetish.
Things like inflation, transformation, feet jokes, farting, tickling, flattening, tickling, etc. all started as just silly jokes by people who didn't really think of them as anything else but jokes, it was only later that weirdos started considering them "fetishes".
More often than not, the ones making these shows aren't thinking about fetishes at all, it's all about audience perception.

Ironically you're posting just regular animal transformation which despite being a fetish is still one of the most normal things can happen, unless the character started becoming more animal-minded and losing themselves. However, Starfire straight up eats Mumbo at one point which is just vore for no reason.
