Once upon a time, animators would draw funny faces solely to make you laugh. They felt natural because they were simple, a character that was annoyed would furrow their brows and maybe pout their lip a little.
Now animators know about memes, they try to draw the funniest face imaginable in the hopes of viewers posting it everywhere.

The difference is that SpongeBob is so expressive cause the animators have fun and want to aim for a Ren & Stimpy-like look, it’s naturally expressive animation.
