It probably won't be used outside of like assisting people with editing.
The problem with generative AI is that legally, thanks to court cases like Naruto v. Slater work created by nonhumans can't be copywritten so the risk of someone just posting your AI cartoons on youtube and you have no recourse is fairly high.

I think we are gonna see a sort of boom in random people making cartoons the same way Flash allowed anyone willing to put the time on it to make cartoons and games in the mid 00s.

As impressive as it is, you need some effort to make sure the AI doesn't act retarded so people will be able to make their own cartoons but would need to spend time either creating assets themselves of spending countless hours making sure the AI does them well for them.

fbf is hand drawn, cel is a specific process that was pretty much phased out by the mid 2000s
Ed Edd and Eddy was one of the last ones to keep using it but even they had to eventually switch to digital ink and paint

Many digital ink and paint shows were still animated on paper, they just scanned the sheets and colored on a computer. Nowadays with tablets, a lot of hand drawn shows can just draw directly digital. Despite the memes, toon boom is also a software designed for hand drawn animation.
