It isn't impossible to have a character centered around being romantic work, but having them also be soft-spoken makes it hard for them to stick out outside of that romantic trait and having it be a woman whose attracted to a man is gonna end up with calls of it being regressive or sexist like the image from

Look at characters like Fifi La Fume from Tiny Toons, Panini from Chowder or, even in Jellystone while they changed Cindy's character, Jabberjaw. All of these characters are depicted as girls who's main desire and character trait is to have a man. The difference is that these are all aggressive characters, they act in a way Cindy didn't which pushes them into the limelight more often in episode plots which helps make them unique.
