I didn't watch the reboot, but in the original, Buster kind of had the kind of generic characterization that would later become popularized by characters like Bella from Twilight, where their personality is so malleable that nearly anyone could self-insert as the main character. Buster's main characterization was that he was the cool guy who wanted to live up to his idol, Bugs. Anyone with half an ego could put themselves in his shoes. Then, most of his interactions with others were reactionary to their strong personalities, especially his counterpart, Babs. So yeah, that all can lead to him feeling like the side character in his own show.

If anything I think Looniversity Buster is the only upgrade (besides Sweetie since she was a shit non-entity before) because they tried to give him an interested and independently personality that's not just inferior Bugs and is not overshown by Babs or Plucky or anyone else

Chuck Jones himself said that Bugs almost fell into the "mickey mouse" syndrome of becoming the least interesting Looney Tunes because some shorts and specials would write his only personality trait as "the main one". This is what happened to Buster, specially when it was becoming obvious that the writers preferred writing Babs, Elmyra and Plucky episodes. Almost all of the most memorable TT episodes star Plucky, fucking baby Plucky had a bigger impact in the show than Buster

In addition to the other reasons mentioned, the producers didn’t get along with Charlie Adler as well as they did with Tress MacNeille.

That may have not been Adler’s fault; Ruegger said the part was hard to cast, which suggests they didn’t really know what he was going to be.

Anyway it all blew up when Spielberg, Ruegger, Andrea Romano decided not to use Adler on Animaniacs and he quit playing Buster with only a few episodes left to record.
