This is easily the best take here. This show is basically how a true faithful Christian can still exist in a hateful cruel world. Orel is the embodiment of the true Christian ideal. He suffers agony and hardship and while still human with emotions, still with his faith and the indomitable human spirit he is able to come out a good person in spite of such a hateful upbringing. Her mother sterilized her when she was a child for some unknown reason. This made her have to construct a purpose to this seemingly arbitrary trauma inflicted upon her, which would be especially traumatizing in a conformist society where everyone is expected to breed. She decided her being made infertile against her will when she was a child wasn't a bad thing, but actually a good thing (coping strategy). She convinced herself that she had to be the most morally upstanding person in Moralton because, like Jesus, she never committed the sin of lust and had a good shot of being the least sinful because of it. Trying to get power over the town either directly or indirectly could also be her trying to cope with the lack of power she had as a child, and that she still lacks as an adult. Without being able to breed or find love has aged her; remember, she isn't older than Clay.

TLDR: Forced Childhood sterilization in a conformist religious society where everyone, especially women, is expected to breed made her develop a sedo God complex with the reasoning that since she cannot feel lust, she is more like Jesus than anyone else in town and therefore the most morally upstanding citizen.

IIRC Dino once said that Censordoll's private model of the town and her fondling the pieces representing Clay and Orel in the woods was not supposed to be about her having supernatural powers/being a devil in plain sight causing evil upon the townspeople. It was supposed to represent her God complex, which she developed because her mom was an equally monstrous and evil woman, who had Censordoll sterilized as an infant so she could never have kids (also, why she she was Bloberta's age but looked like an 80 year old). And the Clay/Orel pieces in the forest were due to Orel having told a lot of people about the hunting trip, so she had them placed there because she was anal retentive about having her model town reflect current goings on.
