It's a close race but I think Velma's skirt is even shorter in Be Cool than Guess Who, and Velma's is just as short but wearing tights makes it less lewd. Otherwise Guess Who has the horniest art style, but no other incarnation than Be Cool showed that much leg in their normal outfits.

It's in episode 3, a bit after the 6 minute mark according to my quick check on some low-res streamed video.
No idea if it ever got censored though, but it was on the original copy of the show I had downloaded back when the show was still airing.

Also, fuck, it's hard looking up much of anything about this show because everyone just passed it off as "Family Guy" and ignored it, even though I feel it's in the upper half of SD shows despite the weird character design and the intentionally-stupid finale.

Excellent detective work. I agree that if this show had less "family guy" looking art it would have been WAY more popular. The writing is actually great.
