Duke Thomas was introduced during the New 52 as part of Bruce's new line of allies. People called him out for being the new Robin, Duke in the comics stated he doesn't want to be Robin, that eventually became his own hero - The Signal (Meta-Human).

He really doesn't get focus nowadays, he occasionally shows up when the Bat-Family has a gathering.

He technically has and even that depends of the writer on board. Tim and Cass' adoption status is schrodinger or lost since N52. Steph, Duke and Carrie has never been a thing. This should be commone knowledge to Batfags who complain.
