Yeah, it's interesting that other characters do often "look at the camera" either in reaction to something, like here

but Snoopy is the only one that uses the directional pupil eyes to look at the camera while the others just use dot eyes. That's really the only difference. Snoopy never really thinks anything that couldn't conceivably be interpreted as just thinking to himself, any more than the other characters who give exposition out loud when they're alone. Charlie often says things out loud in explanation to the audience when no one is around, and I also think of Spike doing this often, but I think Rerun does it even more often. But I don't think Spike or Rerun have ever looked at the camera with pupils drawn like Snoopy. I'd be interested to see if I'm wrong.
