1.) Manga has quite a lot of beady dot eyes, it can be cute or signify some sort of mob face etc. Sometimes it's even just part of the style.
2.) If you specifically mean the "squint" then it's to make a more cartoony, likely easier to print and or animate version of a squinted action hero eyes.

>>149341568 (OP) Back in the days of newsprint, you couldnโt draw too many tiny details or theyโd bleed on the page when printed. So artists too stylistic decisions like that. A lot of what became staples of cartooning exist because of the limitations of print from past eras.
