Why do Western cartoonists give their characters such tiny eyes? I've never seen dot eyes in manga, but they're everywhere in the West.

My 2 cents:

1.) Manga has quite a lot of beady dot eyes, it can be cute or signify some sort of mob face etc. Sometimes it's even just part of the style.

2.) If you specifically mean the "squint" then it's to make a more cartoony, likely easier to print and or animate version of a squinted action hero eyes.

Back in the days of newsprint, you couldnโ€™t draw too many tiny details or theyโ€™d bleed on the page when printed. So artists too stylistic decisions like that.
A lot of what became staples of cartooning exist because of the limitations of print from past eras.

Because Western comics were never about introspection or emotion.
They were first and foremost about the plot and the events and the real world commentary.
