my point is that I don't understand the basic rules of reality in this world. Is it (A) a diegetically a realist world like ours, only stylistically depicted as a toon world or is it (B) an actual toon world with cartoony humans, that got infected by "disney virus with common side effects"? both ideas can be interesting in their own, but it's not even ambiguous. it's just not addressed.
the cat is an example of this flaw, because, unlike any other mutunt (viable or bloodborned) is an anthro, but the cat is just a cat. not a cartoony cat (like the horseshow quadruped, yet still anthro) - because the dad was easily fooled into thinking she was a regular cat before she spoke. which would suggest A, but then again all other viable mutants (mouse, bunny) are unmistakingly toons.
it's a worldbuilding mess. it needs some narrative anchors. by the page 95 one would expect at lest a couple.
