In flashbacks where she looks younger and before her ego really took over to compensate for her mediocrity her looks and personality were far more attractive. At the time of the show, she is a suburban mom, former smoker, has a diet that while high in protein is also very high in carbs and low on micronutrients, dresses very conservatively, and lives a very sedentary lifestyle. All of that combined would tank most people's looks, and Hank just isn't shallow enough to care. Frankly, most Americans at that age and with that lifestyle look far worse than Peggy, Hank got pretty lucky.

Peggy lied to hank about being a virgin so that he'd marry her. Lying someone into a marriage and trapping them with a kid should be considered a far far FAR worse crime than rape, but that's something primarily done by women so of course it's never a big deal.

Also: Hank's main concern wasn't that she'd been with a guy before her, he understood it was just a brief experiment.
He was mad that she made HIM wait to be with her, when they could have been fucking in high school. Something which isn't wrong as long as you do get married and stay married. Peggy should have just said oh well let's give in, at least from his perspective. OR she could have been honest and said she regrets giving it up early, so she doesn't want to make a mistake again. but that logic doesn't work here, since Hank isn't a one-time fling,.. but that's what motivated her: fear. didn't wanna lose him. so we aren't that mad at her compared to other shit she did.

I think the joke is that Peggy and Hank are both supposed to be vaguely ugly American boomers, but not so ugly to the point where you can't relate/get attached. Hank is more average though, but Peggy is a flat annoying narcissist
