Why are Flash's villains so much more reasonable than Batman's villains?

An ideal Batman series would have the majority of his villains actually rehabilitated. That would justify his no kill rule. Many of his villains are only evil due to chemical mutations. Batman's a super genius. He seriously can't just come up with cures?

I mean out of the list in the OP they don't, it's really just joker and ivy. Riddler, Harley, Dent, and Scarecrow are just mentally ill, and Bane is just a fucking asshole. Other's like Freeze the problem isn't his illness it's other things.

From a legal perspective, only Dent and some depictions of Maxie Zeus and Mad Hatter qualify as legally insane. From a medical perspective the overwhelming vast majority of Batman's rogues are either perfectly healthy from a mental perspective or are neurotic in a manner that leaves them functional.

Gotham's water makes everyone go insane.

>the lead poisoning from the pipes
>the various drugs dumped in the water over the decades (Thomas Wayne participated in this at one point)
>the supervillain drugs dumped into the water (Ivy's pheromones, Joker gas, Fear Toxin, Venom, etc)
>the Lazarus Pits seeping into the water
>leaks from Ace Chemicals
>the influence of Barbatos, Darkseid, and several unrelated portals to Hell
>Gotham is built on the land of genocided natives
>alien technology bullshit

Why else do you think there are so many supervillains all in Gotham? Or superheroes like the Bat-Family? Gotham will make you go crazy and you'll put on a costume and fight for good or evil.

I know it's basically leading into allegories of total tyrannic control, and slightly unrealistic logistics (even though Batman owns billions of dollars of personal vehicle equipment) but why doesn't Wayne Enterprises just fix the infrastructure of the city so there isn't 10,000 layers of sewers, old city and supervillain gunk?

Replacing the lead pipes in a big city like Gotham would cost at minimum two billion dollars, and that doesn't include treating the water that's already been poisoned by the supervillain and supernatural crap. If Bruce tried to fix Gotham that way, it's possible he would actually go bankrupt. And if he did try to stop the Lazarus Pits from affecting the population, it might actually backfire: the pits reverse aging and heal fatal injuries, so if Gotham suddenly goes sober, the average crook might actually get permanently injured by supervillains or even Batman.

That's true, but you'd have no way of knowing if getting other superheroes involved wouldn't end up making things worse somehow.

The Rogues see challenging Flash as more of a game than a psychotic obsession. So long as they don't try to up the stakes, they know Flash will play along with whatever they've got planned for the week.

Aside from the mentioned Reverse Flashes, most of them are simply turning to crime or illegal activities as a necessity, not a philosophy. Simply put, they're not psychotic to begin with.
There are benefits and disadvantages to this, it means as said that Flash can reason with them or they can reason with each other, but it also means they're less susceptible to being duped or dissuaded through some character quirk.

And I didn't want this to be a A vs B thing, but in hindsight I realized their pragmatism was also why it felt reasonable for Captain Cold to associate with the Justice League professionally, since it's all business, compared to any amount of leeway with Harley Quinn who even during her redemption arcs is still visibly unstable.

Off the top of my head Riddler and Clayface both got redeemed at one point with Edward becoming a detective and Basil joined the Bat Team, until the status quo reasserted itself.
