The point is he is a mortal man who can stand up to super villains. Solomon Grundy, Killer Croc and many other big names him and the justice league have to handle. Superman on the other hand stumbles when a mortal bald guy throws green rocks at him.

Is this a joke? Joker is so popular that he has multiple movies all to himself. Even if the movie isn't about him, if it's a Batman movie, there's a 50% chance he shows up anyway. Lex Luther doesn't even show up in half the Superman movies. He's arguably not even the most popular Superman villain.
