I realize that, but usually the 'continuity' is consistent within the current story being told. Kermit doesn't suddenly become Captain Abraham Smollett in the middle of Muppets Take Manhattan. And the story told within The Muppets and Muppets Most Wanted is of the "the Muppets who are actors living their lives outside of performing" variety, so it's weird that they change that for Sam and only Sam. It's especially jarring when he arrests Kermit and Fozzie near the end of Most Wanted; he only knows them as celebrities and they don't recognize him at all. Except this is the same story as The Muppets, where Sam is just normal Sam, performing "Smells Like Teen Spirit" and telling Sweetums to take people's donations.

In retrospect, they should've made the job Sam got once the Muppets broke up a government job instead of Fox News. Then they could've had him receive an urgent call at the start of Muppets Most Wanted and needing to leave, either right before or right after "We're Doing a Sequel."
