As far as I knew, Viper Comix was making Inspector Gadget comics.
As for balance, I think it would be Penny as moral support, and without her he would be less competent.

Though now that I think about it, I've always wanted a crossover between Inspector Gadget & Inch High Private Eye. They're both detectives with a quirk and are aided by their blonde nieces. It also helps that they have been voiced by Maurice LaMarche.
