Credit due while they don't focus on it, people in Avatar can be legitimately superhuman even without bending, see the Yuyuan archers or Ty Lee being coked or how Iroh's lightning redirection thing inherently requires you to be fast enough to react to a bolt of lightning hitting you since it has to physically go through your body, some of them can probably bullet dodge. It's on brand for the wuxia mystical martial arts DNA of things at least.
