Lilo and Stitch isn’t closely tied to America.

Superman’s story is also more complicated while Lilo and Stich is more simple.

Plus more people have Nostalgia for Stitch than Superman.

Generally a movie will need to make 150%-200% of its budget back in box office to make a profit with major films with heavy marketing leaning towards 200% if not more. Superman absolutely needs to see a box office of at least $450 billion against its $225 budget. It's currently sitting at $220 billion.

That doesn't guarantee the film will be seen as a loss, since some films will be expected to generate a ton of merch sales and Superman is definitely one of them, as well as it acting to market the multiverse reboot. But $220 billion is still way too damn low for anyone to be happy. This was a summer blockbuster so the opportunity cost from dumping a ton of money into it is quite big. I'm sure WB was expecting a much better performance. This isn't a "let's release it and hope it makes its money back and maybe a few dozen billion on top of that" film. Just breaking even would probably get the suits in charge of it chewed out.
