Bendis was attached, even back then, though the book never got made.
Then John Byrne introduced TWO new Spider-Women, the teenaged one and an evil one, with Julia getting injured and put in a wheelchair to get her out of the way. Then in the 2000s, Bendis got to bring Jessica back, and rebranding Julia as 'Arachne' still wasn't enough, the Spider-Man office grabbed her and turned her into the new Madame Web.
Sometimes a successful, popular legacy character can get screwed over by a star writer wanting to replace them with his own new legacy character, sometimes they can get screwed over by a fans of the original version wanting them back, and wanting to wreck the legacy because Not Muh. Julia somehow had both of these things happen to her.
